ShareMark J. Sommaruga, Melinda B. Kaufmann and Zachary D. Schurin of Pullman & Comley’s School Law Section will speak on a number of education law related topics at the annual joint convention of the Connecticut Association of Boards of Education and the Connecticut Association of Public School Superintendents [CABE/CAPSS]. The convention will be held on November 15 and 16, 2019 at the Mystic Marriott in Groton, Connecticut.

Friday, November 15:
3:25 – 5:00 p.m. –Attorneys Kaufmann, Schurin and Sommaruga will speak on “Magnet and Charter Schools”. This workshop is intended to advise board of education members and school administrators of the proper roles and responsibilities for school districts and charter and magnet schools, especially in light of both recent legislative developments on the state front and the issuance of further guidance from the U.S. Department of Education, and will hopefully help attendees to understand 1) the strains on their budgets that might exist, 2) areas of friction and collaboration, 3) what options are presented in accepting (or resisting, where appropriate) responsibility for magnet/charter school students and programs, and 4) what role local school districts may have in the operation of magnet and charter schools, in light of efforts to accelerate “education reform
Saturday, November 16:
9:35 a.m. – 11:35 a.m. –Attorney Sommaruga will speak on “Understanding Connecticut’s Freedom of Information Act”. Drawing on his book, Understanding Connecticut’s Freedom of Information Act— the fifth edition of which is published by and available from CABE — Attorney Sommaruga will discuss the Freedom of Information Act (and its many commands and exceptions) as it pertains to public bodies such as school boards, including a review of recent cases. This seminar will be especially helpful for training or a “refresher” for board members and superintendents.
10:50 a.m. - 12:00 p.m.- Attorney Schurin will speak on “Using Collaborative Legal Tools to Save Your Board Money.” This presentation will survey and analyze the various ways in which boards of education can partner with neighboring boards, municipalities and RESCs to do more with less. The process for formation of regional school districts, cooperative arrangements and joint purchasing and insurance cooperatives will be reviewed in depth.
