PURA Opens Investigation Into Interconnection Process Modifications

Lee D. Hoffman and Kathryn E. Boucher

On January 21, the Connecticut Public Utilities Regulatory Authority (“PURA” or the “Authority”) opened Docket 25-01-27 to investigate interconnection process modifications.  On February 3, 2025, in its Notice of Proceeding, the Authority more fully described its intent in opening this docket.  Specifically, PURA intends for this proceeding to be the successor to its Grid Modernization Interconnection Working Group started in 2020.

In December 2024, the Interconnection Working Group, after a 100-Day Sprint, submitted a report (“Sprint Report”), which included a list of 44 proposals considered during the 100-Day Sprint.  Of these, 26 received consensus support, while 18 were not adopted.  The various proposals are detailed in the chart reproduced from the Sprint Report below.

Importantly, though PURA intends to primarily focus on the Sprint Report in this new docket, the Authority may introduce other relevant topics related to interconnection process modifications at its discretion during the course of this proceeding.

If you have concerns with the interconnection process in Connecticut, this is the proceeding in which to raise your concerns.  PURA has directed persons seeking to participate in this proceeding to file a motion on or before February 17, 2025.
