Overview
Kate Boucher focuses her practice in the areas of energy and telecommunications. She is a member in Pullman & Comley's Real Estate, Energy, Environmental and Land Use Department.
Prior to joining Pullman & Comley, Kate served as regulatory counsel at ISO New England, a nonprofit corporation that runs the New England electric grid. During her more than four years there, Kate worked primarily on wholesale market issues, including supporting changes to the New England Forward Capacity Market, a long-term wholesale electricity market that ensures resource adequacy, locally and systemwide. Before the ISO, Kate was an associate in the Hartford office of a multinational, full-service law firm, where she counseled energy, communications and utility clients on policy, regulatory, legislative, compliance, siting, environmental and transactional issues and appeared before various New England state commissions on energy and communications matters.
Kate also has extensive experience working on regional energy policy matters and long-term renewable energy projects in earlier roles for the Connecticut Department of Energy and Environmental Protection (DEEP) and at the Connecticut Public Utilities Regulatory Authority (PURA), where she advised commissioners and staff on legal matters and represented the agency on the Governor’s Council on Climate Change.
